Mr. Dozie Okpalaobieri

Mr. Dozie Okpalaobieri is an Economist and Barrister & Solicitor focused on infrastructure projects and public sector fiscal matters. As counsel at the Trade and Development Agency in the United States, he advises regional teams in connection with catalyzing early-stage development infrastructure projects across different regions.

In his prior role, Mr. Okpalaobieri served as the Special Advisor on Energy to the Federal Ministry of Finance and in this role provided advice and policy support to the Minister on energy sector industry reforms and restructuring, including the privatization of the electricity sector. He later served as the Energy Sector Policy and Regulatory Specialist for the African Development Bank’s Nigeria country office where he co-task managed the US$200 million Nigeria Electrification Project and other energy infrastructure projects.

As the Legal and Policy Advisor at the African Center for Economic Transformation (ACET), a Ghana-based Economic Policy Think-tank, he supported the Governments of Ghana, Liberia and Sierra Leone in developing, negotiating, and administering effective mineral and petroleum regimes for their new crude oil discoveries. Prior to this role, he practiced at Vedder Price in Chicago, Illinois, where he specialized in Mergers & Acquisitions, Finance and Corporate Governance. There, Mr. Okpalaobieri represented and advised clients in a broad range of transactional matters, and in advising client Boards of Directors.

Mr. Okpalaobieri holds an LLB (Law), a Bachelor's degree in Economics from Northeastern University, Boston, Massachusetts, a Masters degree in International Economics and Finance from Brandeis University in Massachusetts and a Juris Doctor from the Northwestern University School of Law, where he was Editor-in-Chief of the Journal of International Law and Business, and a Baker and McKenzie Scholar. He earned the Public Leadership Credential from Harvard Kennedy School, an online intensive program designed for leaders committed to advancing the public good. He is admitted to practice in Nigeria and Illinois (USA) and as a Solicitor in England and Wales.

He is a member of the Nigerian Bar Association and an Associate of the Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN).
